The stages are 00 - 0B, and they go in order.  There is no 0A.  0A is the title screen, and that uses a different VROM page.  If you want to modify the CHR tables above the lower-left VROM page, just copy the table for the desired stage, open up the hex editor, use the search feature, and paste it in.
